The file feature_data.sh contains documentation of the customizer capabilities in bash commentaries. Translate to markdown.

Basically Is moving the headers of the feature_data.sh file into a file CUSTOMIZER_CAPABILITIES.md in the doc/ directory and format it properly since we can use markdown now. This file is the most important piece of documentation that we have currently.
