Add ability to change the jgit\config folder

When connect to OpenLCA CS 2.x, a config file is written in the home drive defined for the current user (see below).
It would be great to be able to have an option to change this path to another drive and path.

https://bugs.eclipse.org/bugs/show_bug.cgi?id=582064 states that you can set the environment variable XDG_CONFIG_HOME to change the directory where this config is written. I did not test this yet
