Submitting a build from Windows should work.
I get this error when following the official Google tutorial:
standard_init_linux.go:211: exec user process caused "no such file or directory"
git clone https://github.com/GoogleCloudPlatform/cloud-builders-community.git
cd cloud-builders-community/firebase
gcloud builds submit .
cloudbuild.yaml
steps: - name: gcr.io/project-id/firebase args: ['deploy', '--project=project-id', '--only=hosting']
Where project-id is a valid project-id.

TO FIX: I needed to change the line endings of firebase.bash to LF before submitting the community build to my project. More info here and here.
