Where did the "Draft Intent to Deprecate" link go? #3596

I created a chromestatus entry for a deprecation, and I'm now unable to find the link to create an Intent to Deprecate email. Could we please get that back?

Ok, thanks to some offline hints, I realized the problem here. Here's the repro:

  1. Click the "Edit Feature" button to go to editing mode.
  2. Click the "Edit all fields" button at the top.
  3. Click the "Cancel" button at the very bottom.
  4. Assume (now incorrectly) that you're still in editing mode. In fact, you've now left editing mode completely.

I could be wrong, but I don't think this was the prior behavior. Could we convert this to a feature request that when editing, you stay editing? (Also sorry for the noise - this is much less serious than I thought.)
