Currently dask hasn't been configured in the dea sandbox environment, we should enable it with a shared scheduler to get started.

Done when:

  • A Dask scheduler is configured and accessible through jupyterhub
  • A few worker nodes are running and can be manually scaled
  • Need node affinity for spot
