Drone Cloud no longer has the machines for ARM32 builds -- those builds should be commented out/removed from https://github.com/GMLC-TDC/netif/blob/main/.drone.yml so that the CI pipeline doesn't hang and then timeout/fail.

Drone Cloud started just altogether failing to run any builds (ARM32 and Aarch64). Aarch64 builds have been moved to Cirrus CI, and Drone Cloud has been removed completely.
