Support versions not respecting semver

I created a little script that extracts all the versions of all the PECL packages.

Here's the list: versions.txt

As you can see, there are many version formats, like for example 0.1, 1.0.1c1, 1.3.7.12

I'm posting this issue in the hope that this version list can be helpful writing a more PECL-compatible version handling.

We may as well see with peclweb to normalize them, many of them make no sense, duplicate info :)
