Reload services and configuration via SIGHUP (or another signal because as of now horust can be run in a foreground).

Hello @FedericoPonzi, how about something more advanced, like JSON RPC? It would be great to have the possibility, like in supervisord, to start; stop; restart services remotely.

@jb-alvarado RPC was left out in order to reduce the scope, but yes I agree it would be an interesting feature to have also to be competitive with supervisord.
