[Proposal] Collapse Talk Descriptions in "Talk Voting" page

Problem
/talk-voting page with the description for each talk and tutorial becomes really long and overwhelming. It might discourage busy people from voting because of overwhelm with the length of the page.

Proposal
Collapse descriptions and, by default, display talk titles, subtitle, speaker, tags, type, Python level, Domain level. I'm thinking voting buttons display with the descriptions (that is, when you uncollapse the description) to encourage thoughtful voting.
