As a user I might want to number buildings by starting at differnt locations:
LL
UR
LR
UL

Expected Behavior

A user would be able to identify how the tool was labeled.

Current Behavior

Possible Solution

The Sort data tool has logic that allows input for spatial_sort_method, which might be something that we can expose to the tool.

This could also capture the idea that some users want to use a pattern such as clockwise ,counter clockwise, and spiral out from a primary feature.
