The Problem

The soil-dry region flag and the disable-soil-dehydration config setting both are intended to prevent farmland from dehydrating. However, due to the fact that a moisture level change event was not made available until relatively recently, this flag and setting have long had the role of only preventing farmland from turning into dirt.

A Solution

I would suggest a new, separate setting/flag whose purpose is to prevent any change in moisture level (up or down) on the relevant blocks.

Alternatives

Alternatively, the existing setting/flag could be modified to include moisture change as part of their associated controlled events, without introducing any new settings or flags.
