Inconsistent Pidgin Tray Icon Double Click Behavior

* What steps will reproduce the problem?

Open Pidgin and close the buddy list.  The normal behavior is that double 
clicking the tray icon will restore the buddy list, but when pidgin-win7 
enabled this does not work correctly.

* What is the expected output? What do you see instead?

The buddy list should restore or come to the front when the Pidgin tray icon is 
double clicked.

* What version of the product are you using? On what operating system?

Pidgin 2.10.6 (libpurple 2.10.6)
