Windows installer v1.3.2 does not add Python to the system path as desribed #62

I did a fresh install of rtl-sdr scanner on Windows 10 today and hit one small speed bump. The install note indicated that the Python path would be added to the system during the install process, but I found this did not happen. In fact, trying to run Python via cmd started the Windows store.

Once I added "C:\Python27" to the system path, I was able to do "python -m rtlsdr_scanner" at the Windows command line.
