On Congress Message actions, please add a tool tip next to the congress topics drop down menu, to help explain to users what/why they're selecting a topic.

Text should read:
"Your congressmembers require this information in order to contact their offices. EFF does not store this information. "Topics" are categories congressmembers use to sort messages they receive and are required by their offices."

These fields are coming from congress forms so it's tricky to get the tooltip in the right spot. LMK if this works, if not, I'll keep working on a solution.
