On upload of new WSIs, we could re-run the SuperpixelClassification job with out user input

This could be generalized to HistomicsUI where the folder config file could determine what jobs are run (and how) when new items are added to a folder. As such, we might want a companion issue in HistomicsUI for the base functionality.
