User Story: As a guest, I want to be able to see highlighted projects on the platform so that I can more easily explore new interesting projects
Criteria:

1. Assuming the user is on the home or project overview page, it should show the user highlighted projects in a card overview with an image, name, and description showcasing the project
2. If there are no highlighted projects, the user should not see any and this section of the website is filled with other content
