If anyone knows where Robert A. Levy published this recipe, please let me know:

In the end, Levy was just trying to make a point that strong stocks tend to stay strong while laggards tend to stay weak. It’s mostly just a thoughtful use of something like Rate of change to compare market segments or stocks within a sector.
