Legal CSRCertModel and SetCertModel when MULTI_KEY_CONN_RSP is true #2581

If MULTI_KEY_CONN_RSP is true then Requester cannot set CSRCertModel or SetCertModel to 0. It must specify DeviceCert, AliasCert, or GenericCert.

Probably need to file an issue against the specification on how the Requester determines what certificate models the Responder supports.
