Malware Archive: supplementary files are always included

Describe the bug
Looks like supplementary files are included in the archive view regardless of the include_supplementary flag.

To Reproduce
Steps to reproduce the behavior:

1. Archive a submission with supplementary files.
2. Wait a while, and open the archive view.
3. See files marked as supplementary.
4. Click on "include supplementary files" button (the least on the right).
5. Observe no changes.
6. Click on "exclude supplementary files"
7. Observe no changes

Expected behavior
One of:

1. Include/exclude supplementary file button do something.
2. The button is removed
