Provide way of checking if API is up/down

Currently, there is now way of telling whether the API is down for maintenance or if it is running.
The API does not provide a functionality or any other info.

There could be a way that is not set to always work perfectly by using the 'helloworld' endpoint, maybe in conjunction with 'whoami'/'logincheck'. If these fail, one could give a warning message that there might be an issue.
