The first-pass normalized HTML for T+F has many features related to semi-interactive navigation. To clean to wards content-only we must:

remove "hd" and "ft" sections
remove many of the leading "bd" sections - there is no simple solution - they have to be snipped
remove "jump to section" (?summation)
remove the invisitble references (displayed on mouseover) in fulltext reference links to give normal xref style

I think an XSLT would manage this.
