Division count is pulled from ward leader data rather than geojson #223

I'm not sure if this is to handle sub-wards, but the count of Divisions can become wrong becuase it's hand-entered for each leader.

Possibly it should be generated from the ward-level geojson file. The code is:

                  Divisions
                </abbr>
              </dt>
              <dd>{{ leader.divisionCount }}</dd>
