Add Chassis::Php::... resources

There's a bunch of places where we need to add INI files or PHP extensions in Chassis extensions. To do so, we have to repeat the PHP detection logic every time.

We should change this to instead offer the abilities in Chassis itself.

I'm thinking we want:

• Chassis::Php::Extension
• Chassis::Php::Ini
