Add "under conditions" or similar to expenses options

Right now, the only options are Unkown, Yes or No. There are some conferences that do expenses on a case-by-case basis or only in certain situations, etc.

It would be nice to add another option here which is something like: "under conditions"? Or "see website"? Anything that would make clear that it isn't a hard no, but not a guaranteed yes either.
