CI system to check pull requests

Did you think about setting up CI system to check PRs before merge? A CI could prevent bugs like in #15692. Maybe the Google Cloud Build was a first try but I doesn't prevent a broken system from being merged without reporting the status back to Github

@VictorVelarde You at least already experimented with Docker, maybe a docker-compose setup with the dependencies (PostgreSQL, Redis...) managed by docker-compose and run with Github Action could yield a good integration
