Custom Page Headers - Menu Device Visibility doesn't save in Customizer

I cannot hide a menu on mobile and tablet at this time - the Customizer setting doesn't actually save when Published.

1. Make a custom page header
2. Make a menu for it
3. Customizer > Design > menus > (menu location) > Device visibility
4. Check Mobile and Tablet to hide on those devices
5. Publish the Customizer and close
6. Reopen Customizer and navigate back to the Device Visibility panel
7. The check marks are not saved

When I hide the standard Main Menu location on mobile / tablet, it hides as expected.
