Update event metrics so that they can have several actions

Motivation
Some operations can now combine several operations.
For example, it is possible to create and tag a resource at the same time.
Event metrics should be updated to reflect this

Acceptance criteria

1. An event metric can now have 1 or more actions
2. It must be done for every resource type

Implementation notes
Event metrics will need to be reindexed in the different envs when this change is deployed
