Upgrade clang-format

The package clang-format-3.8 is not a part of recent Ubuntu releases. Should we upgrade to a newer version?

Yes, we should. We talked about that recently.

I think this is just a matter of establishing the way to do it due to the fact that even using the a newer clang format binary w/ the same conf parameters will produce a different formatting.
