Issue: Broken Text Animations on Log in Page

Description

Issue Summary:
On Log In screen welcoming text has broken animation triggers.

• When scrolling down slowly animation resets.
• When scrolling up animation resets even if text was already displayed.
• When scrolling fast up and down text blinks.
• On 32 inch display text doesn't display at all without scrolling down (on Edge, but on chrome worked correctly)

Additional personal opinion: Fade in animation is too slow
