Orkestra namespace is not getting created during til up

To Reproduce
Steps to reproduce the behavior:
Run tilt up and it should fail to start orkestra

Expected behavior
A clear and concise description of what you expected to happen.
Orkestra namespace should automatically be created by the helm installation during tilt up
