Consider changing default sync period back to 15m from 1h #3861

Given that ARM is changing how they do throttling and the limits are going up we might be able to sync more frequently with Azure.

We should be able to do some queries about how close folks are to limits from the aso userAgent. We can base our decision on that data.

We could also look into using the per-minute response header to feed into a clientside token bucket (I think we've got one already).
