May I know if this plugin objective is to add feature to WordPress as full fledged OpenID Connect Server, so that other application user can login with WordPress credential as SSO. Readme section is not clear, hence asking.

It is just a POC or active development is in plan to support all functionality of a OpenID Connect Server?

This plugin started out to aid in running WordPress community on Matrix homeserver, for which WordPress.org serves as the OIDC server. It only supports the Authorization Code Flow and is not a fully fledged OIDC server compliant with OIDC spec.

Thanks @ashfame. Only support of Authorization Code Flow will cover majority of use cases, does the future plan include to make configuration of plugin user friendly by providing settings page, rather than using filters?
