Repro

  1. Run a p1 or p2 incident to resolved state.
  2. Start review tutorial (.next)
  3. De-escalate to, say, .p3.
  4. Try to complete (.complete or done).

You should find yourself stuck. The bot won't let you close it out yet you can no longer even continue the tutorial.

What's Expected

.complete (or .done) works after the .p3 de-escalation.
