Unsure of how to check that everything is installed properly

I installed linter-flake8 and also ran a pip install for flake8, however I'm receiving errors that I need to have flake8 installed on PATH:

[Linter] Error running Flake8 Error: Failed to spawn command flake8. Make sure flake8 is installed and on your PATH

How would I go about fixing this and would you be able to clarify whether these fixes can be done on Atom, the terminal, or somewhere else? I'm using a Windows 10 device, thanks!
