Use Ubuntu for pkgdown workflow #36

Currently the pkgdown workflow unnecessarily uses macOS which costs 10 times more than Ubuntu.
It would be also good to set a lower time limit - it is currently 360 minutes, while a typical run takes less than 5. If the workflow hangs for some reason, we pay a lot.
