Consider Debian OldOldStable as the baseline for the tests #3062

Since Ubuntu is no longer "the" go-to Linux distribution for the desktop, we can consider to use Debian OldOldStable as the baseline for the tests.

Not sure if people care, but I don't really see anything changed.
Ubuntu is still the “go-to” when it comes to Distributions using the package base, and support from third parties.
In my case, I would need to put extra work in to support OldOldStable instead of Ubuntu LTS, especially since we wouldn't normally support OldOldStable since it isn't supported by Debian.

Do builds for OldOldStable tend to work on Ubuntu as well?

Although Ubuntu seems to be falling out of favor, Ubuntu-based distros (PopOS, Mint, etc.) are still extremely popular so compatibility with them is a must.

@probonopd If targets built on it do end up being fully compatible with Ubuntu derivatives, it may be a good standard target though.
