What is the issue:

Windows WSL2 is a very popular developer environment. The WSL2 kernel doesn't have USB support out of the box, ( [WSL 2] Attaching an USB device microsoft/WSL#5158 (comment) )

how to fix it:
this may work but I haven't tried it yet: https://github.com/rpasek/usbip-wsl2-instructions
