Playlist and Consent actions cause problems if they are last in the first_round array

Both Playlist and Consent in the frontend do a call to onNext, which means next_round requests will go out twice in short succession. After #928, this will change somewhat, so for now, we should just make sure that no experiments have Playlist or Consent as the last element of their first_round return.
