Asks for network access when launching a game - Why?

Upon launching a game Windows firewall asks if this program should have network access, but nowhere on this page does this project mention anything requiring network. Why is it asking for network access?

GlosSIConfig.exe:

• To check for updates

GlosSITarget.exe:

• Provides an HTTP based API for the GlosSIWatchdog.dll (loaded into explorer.exe) (used for closing launched processes and resetting HidHide in case GlosSITarget crashes / gets killed by Steam (overlay)) and third party integrations
  Current snapshot builds and future versions also use a network connection to interface with the Steam Client

All traffic from GlosSITarget.exe is only locally on your machine.
