RTCVideoTrack setIsEnable to NO disables the camera auto rotation. #38

OS version: iOS 11
WebRTC version: 60.10.18252

Steps to reproduce

While video is on, set the isEnabled attribute on RTCVideoTrack to NO. Follow by switch it back on again.
Rotate the device
The camera will not rotate along with the device.
