Legacy Forge servers do not run

What happened?

Installing a legacy forge version (such as 1.4.7) as a server doesn't actually run. It seems to not compile correctly and doesn't create the universal jar in the server folder, may be other issues, but that's missing for sure.

Is this actually a launcher bug?
