Handling of conservation laws for non-constant species if currently automatically switched off for models with RateRules. At least if a RateRule target is not a reactant or product of any reaction, we don't need any special handling and should support that case.
If a RateRule occurs as a reactant or product, we could still check if there is a subset of species and reactions that are disconnected and could still be handled.
The same applies for AssignmentRules.
