The Vita-Saw is useless weapon in FF2. There are two attributes, but the positive attribute doesn't work in arena mode(no ubercharge is restored on respawn). Only the negative -10 health attribute works. So the idea is to make this weapon to work similarly to the Ubersaw. 20% ubercharge on hit(the ubersaw gives 25%, but the positive attribute of the Vita-saw says that it only restores 20% ubercharge). The negative attribute will stay.

How about +10% starting ubercharge each round/each uber?

You can, but then you need to add additional code.
