Update and reorganize content about our funding structures

It would be helpful to have more clear information about our funding structure and appropriations in the handbook.

Background

With a potential shutdown, there were references to how funding structures related to the possibility of furlough. But the content about our funding structure in the handbook is not extensive, and out of date.

• 18F History and Values - How we fund our work - this page is marked out of date. There is a ticket to update the page generally (Rewrite 18F History and Values #1176).
• Tech Portfolio mentions funding, but specific to that program

There is a google doc All Things Money that seems to have been used in earlier orientations. It was reviewed by Vicki McFadden and updates were made, and could use further review and changes (Vicki recommended Jackie Xu for a TTS-wide perspective). It is a good starting place for new content.

Potential sub-tasks:

• audit of handbook for other references to funding
• Crafting of content and review with stakeholders
