Create examples for our schemas/specs

In order to have more grounded conversations with agencies, having example data to look at for our schemas and specs would help. Examples should be realistic.

This work should be timeboxed.

• example FOIA request with tracking JSON
• example JSON metadata file

some of this is already done but pending agency feedback. Assigning to @adborden so we don't lose track of it.

We have some examples for the metadata file, but we'll hold off on examples for the request. Right not our conversations haven't gotten to the level of detail about the payload, so examples don't seem useful for now. Moving to icebox.
