Description

Add the following information to the Resetting and snapshotting the blockchain guide.

Now users do not have to sync their nodes with the network from scratch. 
We have already set up the snapshot machine which maintains the artifactory at https://snapshots.lisk.com/.
The snapshot can be easily downloaded and applied with the following commands:
lisk-core blockchain:download -n testnet
lisk-core blockchain:import ./blockchain.db.tar.gz
