Clearly identify on whatwg.org that it can be modified through GitHub #161

This would lower the hurdle for drive-by contributions/questions.

It's great that anyone can contribute to improve the WHATWG website, but this repository does seem a bit hidden. Would like to see such a notice added, but where should it be?

Maybe a new paragraph above the copyright notice? "Fork this page on GitHub" or some such.

Maybe only on the homepage? (Also I prefer "Maintained on GitHub" or similar.)

I think we should do it for all as typically folks get directed to a specific page.

I also prefer "Maintained on GitHub" over "Fork this page on GitHub". "Edit this page" could also be an option, but "maintained" sounds a lot more active IMO.

There's already a GitHub button on the homepage, I just never noticed it (nor the other green buttons for that matter, the sections below them stand out much more).
