Is there any context that might help us understand?

I am confused about route matcher. I don't they changed how it behaves but in my old repository with "next": "13.4.7" version (with pages dir), config.matcher routes are the ones that are protected. in my new repo with next "14.2.3" (with app dir) i've put routes i wanna protect in config.matcher but it does nothing. i am confused if matcher is for opting in or out the routes now. seems like it's behaving different and docs are inconsistent too about what it actually does. Please guide me. Thanks
