Is this to be during compile time or during config consumption? Help to have some idea of what this is trying to solve esp for those not familiar with consul-template

protoconf exec is a general purpose consumer which can subscribe to configs and take some generic actions when the config changed (write to file, then run a command, or post/put to http etc).

Some of it is already implemented but very buggy.
