When executing npx prisma migrate dev --name init, it starts downloading the Prisma Engines for windows, then it just stops. This is the final output:

Unfortunately, nothing jumps out to me, besides that the .cache in node_modules where it would put the files after downloading is also fine - but that is expected when the download does not work.

I am out of idea how to debug this further.

There is indeed a cache directory, on macOS at ~/.cache/prisma/master, on Windows I'm not sure but it could be under ./node_modules/.cache/prisma/master

This directory path is different depending on the OS, and its content too (because for Windows it will be a Windows compatible engine)
It contains the last 5 engines versions, only 1 is needed for a given project. I don't recommend adding the engine files in Git, but I'm not sure what to suggest at the moment given that something is behaving in a weird way for you 😢
"It should just work" but something is not for you here.

I know this is an old thread but I was encountering the same issue. I was running off mobile broadband the same as the OP. I connected to a VPN (in the same region as I'm located) and it worked instantly. Hopefully this helps someone else if they come across this.
